Investigate: persist url for new versions of uploaded pdfs

      I see that Cache-Busting is enabled. I would rather not have a random set of numbers and letters to the filename. Unless there is a very good reason for this...

      I understand that it "is useful for preventing caching issues when uploading files that have the same filename." but at the same time, I am currently not able to overwrite a document if I have to. instead I have to delete it and create a redirect to the newer version.

      also... is it at all possible to manipulate the upload so documents that are created in (for example) 2010 but uploaded in 2018 can reflect the creation date rather than the publish date in Search?
