One of the things we're dealing with in the campaign microsite discussion is Campaigners hiring external agencies and making wordpress themes for their campaigns with the though "P4 is built on top of wordpress". However, external agencies will not develop themes with P4 requirements in mind (e.g. shortcake block styling, etc). We need a guide that tells external agencies how they can create a set of templates for P4, how it's different from default WP install, which templates are important etc etc.
