the handbook should be a restyling of P4. We don't need to restyle every block right now, and we don't really have the resources to do this AND Greece AND microsites/StA

We do, however, need to get something in place ASAP so that the community of practice can contribute to it.

This ticket is to figure out how we implement the interactive handbook in a phased approach, using which resources. We can also talk about content.
