Improve link accessibility

      Inline links throughout the site (pages, posts blocks and headers) we can make bold, which would help accessibility

      I agree with vromuald the # is widely acceptable as a URL. We should look at the Issue headers specifically then. Because on Explore, Issue headers aren't noticeable as a link (maybe we just underline "Learn more about this issue"?) and as breadcrumbs, issues also might not stand out as links.

      I've read through the WCAG 2.0 guidelines and they are vague and non-specific. However, best practices indicate that we should do something here.
