Footer: change background and link color

      We were going to change the footer text link from #86EEE7 to #96EEE7 for accessibility. But wmorrisj found that consistency in the background color made this change not pass. New bg color is

      (30, 95, 101, 1) which is hex number : #1E5F65

      what's the link color?
