The white background gradient in skewed-overlay should always be the same. The gradient is not the same on various tag pages vs issue pages, it moves all over the place (looking on L and XL screens)

We need it to always be in one place so that we can make an adjustment to opacity for legibility. (e.g. it's currently at 20% opacity for these screen sizes, which isn't enough for the background).
