Allow notifications when a new post is submitted

      USER STORY

      Web editor get notified content is submitted for publication based on my notification preferences or permissions cross check for consistency or redispatch to campaigner / comms people

       

      There are a number of plugin options, but the only requirement (at the moment) is for Editors to be notified immediately that someone submitted a post for review.

      This ticket is to review a couple of options, write up features and then we can choose a plugin. No custom coding
