Definitely not important pre-launch, but we will need to have a way for web editors to override the campaigns that show up "Our campaigns". We'll need to be able to link directly to campaign sites (like StA)

As a web editor, I want an override on the campaigns that show up on an issue page so that I can arrange them and set URLs to external sites.
