a decision needs to be made around content that is not migrated to P4

P4 TECH team needs to begin this research (i.e. investigate on-demand content calling for old blogs, PRs, etc., or some sort of DB that works for archiving of content, wiki...)

keeping old permalinks live is a migration task. we need to determine how to generate old content on demand (with or w/out P4 treatment)

• what are best practices?
• what are technical solutions?
• what is the minimum that we want to have?
• where are we seeing redirects?
• how many 404s?
