[WIP] As an Editor I can access an EN petitions dashboard

      Purpose of test:
      Validate integration of engaging networks with P4 platform. Editor+Admin should be able to see existing EN petitions dashboard in P4 from admin menu to link in content.

      Pre-requisites for testing:

      • Have access to a P4 web editor account
      • Have access to an engaging networks account
