PLANET-1813 Post permalink should use p4 page type category over other assigned categories

If a post is assigned to a p4 page type category (Story, Press Release, Publication) and to other categories also, then the p4 page type category should be used for the permalink category part.

A p4 page type category can be defined from the mapping between p4 page types terms and categories.
