'make nro-enable' should result in a local website equivalent to a snapshot of the live one.

This should include

• fully install dependencies (run site:custom/site:global)
• import database from local file / url / google console (if specified)
  • convert url in links
  • keep images urls / setup a reverse proxy to hit production on missing local image / set up dev bucket properly

'make nro-disable' should be able to disable plugins and return to dev database.
